The institutional settlement of the EU rather resembles a suburban commuter train – with (in London at least) many stops and almost as many delays – than a TGV which cuts journey times dramatically and brings closer together previously remote cities. After France and the Netherlands in 2005 it is now the turn of Ireland: just one country out of the twenty-seven, but imbued with a special status because of the fact that this decision was decided by referendum rather than by Parliament.
